When the population cap is reached the player is no longer able to construct new units until they either lose units, or increase their pop cap. Space units also have a second value, Tactical Pop Cap, which is covered on the Space Battle page. All ground units only cost one point, but most space units take up a lot more. Note that this mod does add difficulty to the game. You will encounter various different features which are unique to the Awakening of the Rebellion mod, and some features which you may have seen in the original Empire at War and its Forces of Corruption expansion. Just like the original base game, you are to take command of space fleets and ground armies, reinforce your planets with defences and garrisons in order to withstand enemy attacks, and to manage your infrastructure and economy wisely. It is possible to change this difficulty setting mid campaign, but this change may take many in game weeks to fully come into effect, and some aspects might never be fully applied.
